Level 11 — colloquially known as the Ringed City — is a 12-mile (19.3-kilometer) wide metropolitan area, composed of hundreds of apartment buildings, offices buildings, hotels among others. Similarly to Level 10, Level 11 is shrouded in the darkness of night; however, a thick, low-hanging haze constantly dwells over Level 11’s sky, obscuring many of the Ringed City’s tallest skyscrapers. Level 11 is typically ‘excessively damp and humid’ as small pools of water are frequent, even during prolonged dry spells on Level 11; due to the humidity of Level 11, temperatures can soar to over 35°C (95°F), resulting in wanderers reporting the level as severely uncomfortable.

Buildings in the Ringed City do not display signs of occupation or habitation by humans; despite this, windows dotted across Level 11’s skyscrapers appear to display activated indoor lighting, and on occasions, unknown silhouettes have been located passing the various windows or staring at particular wanderers passing by. All floors in Level 11’s buildings have been undocumented, excluding for each buildings first and second floors; in various skyscrapers the third through fifth floor have been documented.


  • All instances of Floors 1 and 2 on Level 11 have not been identified to have any distinguishing features, all appearing to not have been inhabited in any capacity.
  • Instances of Floor 3 on Level 11 appear to show signs of inhabitation by various entities including Smilers, Hounds and Deathmoths, such as stripped bones, blood-stained carpets and occasionally, entire skeletal systems of various rodents.
  • Instances of Floors 4 and 5 in the Ringed City appear to display signs of ageing, discrepancies including chipped paint, broken/cracked windows1 and areas where entire patches of carpet have been removed.

  • Level 3 - Out of Service Tunnels:
    • Entering one of two (2) exit doors in Level 3.

Exits:

  • Level 5 - Petrostate:
    • Leaping from a window on Floors 20 through 85.
  • Level 6 - Terror Hotel:
    • Utilising an ornate hotel room door.
  • Level 8 - Drowned City:
    • Leaping from a window on Floors 100 through 220.
